Now that we are back at the actual subject at hand, it IS very useful to know Garcia said it, and I'm glad you posted it. And my opinion is that it might create more incentive for them to cheat and Garcia would do better to hold his fire on this particular subject till after the election, but then to go after them mercilessly.
