Sure doesn't sound "done" to me with more "meetings" to "lay the foundation for the technical talks and official signing ceremony." (That is, whatever it is doesn't even lay a foundation for technical talks.)

The only thing that would shock me is if it all doesn't fall apart this week. (Particularly as the felon is ridiculed and humiliated as leaks of the actual terms of surrender in this "deal" paint a giant L for Loser on his forehead.)
