2. How is cutting off a country's energy supply not an act of war?

Yesterday

Why is no one talking about how we are waging war on yet another country that posed no imminent threat?

And how is this any different from when people were saying that targeting Iran's energy infrastructure would constitute a war crime, because it would essentially be an attack on its civilian population?
