ICE is supposed to be immigration enforcement. It's illogical and a total mismatch for ICE to "support" other law enforcement agencies. Their mission is non-congruent to that of other law enforcement agencies. It's like having rangers from the forrest service supporting the SEC.

Inserting ICE officers into other realms (like World Cup and TSA) is a way to "groom" this gestapo into all realms of law enforcement and gradually evolve their mission into a domestic spy agency.
