This money will disappear fast, and the bulk of it will go to those who are well connected with the current system. Whether it actually helps people in rural areas is up for question because there probably isn't any mechanism to measure how well this money actually serves rural folks. And I'll add, the $50B probably replaces lest than half the cuts made by Congress and this current administration.
