They have a Congressional "Delegate" (like Puerto Rico, US VI, Guam, etc), who can participate in hearings, draft, and vote on legislation, etc. D.C.'s outgoing Delegate is the well-respected Eleanor Holmes Norton (who has been in that seat for 35 years) -
