He should have been out before then, when he was caught "phoning it in", via botched Xitter posts from a posh NYC restaurant during the Kirk assassination investigation happening in UT. And along with that, he was misusing government property (DOJ jet) for personal use, delaying the transport of a special forensics team to UT for that Kirk investigation.

I knew coworkers who had been run through the gauntlet regarding "misuse" of GOVs (government-owned vehicles) during the work day when they were out on investigations.
