I personally doubt Iran set out any mines. But they may want people to think they did, just to fuck with everyone and give themselves more negotiating power. I'm pretty sure that by now a ship would've either hit one, or a mine would've been found and deactivated. In either case, it would've been reported on.

The Pentagon seems to be taking the existence of such mines for granted at this point, but unfortunately, with this regime in charge? I don't trust them. I mean, I never REALLY trust the Pentagon, but even less so now.

Not claiming this is what's going on, but it would provide something of a convenient excuse to keep up the profiteering by the oil extractors in the USA, and elsewhere outside the ME, by keeping ME oil off the world market
