to force a president out of office using the 25th amendment.

Would members of Congress be more reluctant to support a president who has been found to be unable to carry out the "powers and duties" of the office? One would hope so, but it's no guarantee. Nor is there any guarantee that a 'commission' would find that someone like Trump is unable to carry out the powers of the duties of the office because he carries them out in a way that most people find to be irrational.
