I doubt TSF had anything to do with the current proposal. It's just the bureaucracy carrying on, trying to maintain an old stricture that is hard to keep up.

IMHO it should be torn down and replaced. As Eisenhower said, it is a monstrosity. Putting paint on it is not going to change that.
