3. They want to try to pass an appropriation bill using reconciliation

which only needs a simple majority in the Senate... But that is nuts given they are SUPPOSED TO have REGULAR "annual" appropriations bills and if Congress is going to ignore that requirement and try to shoe-horn "salaries" and other things normally done in appropriations bills, into a "reconciliation" because they don't have the votes to do it any other way, then that should be thrown out by the Parliamentarian.

A reconciliation bill is *supposed to be* a "budget framework", where either spending, taxing, or debt servicing (debt limit) is specified, and numbers get plugged into it (that will HAVE TO HAVE separate, additional legislation passed to be referenced), for whatever category (whether singly or in a combo of two ore all three) is/are chosen for that bill.
