Washington packed up his slaves and made the trip down to VA, eventually returning 6 months later. Wash. Rinse. Repeat.

Any stay by them beyond 6 months here in Philly, meant the slaves had to be freed per PA law. That eventually lead to the push to move the Capital to the south.
