Even if she did appear for an under oath deposition, she would be lawyered up and invoke her Fifth Amendment rights to almost every question asked. So she may even announce her intention to do so in advance to blunt the effective purpose of the Oversight deposition. And she won't care about any appearance of consciousness of guilt or negative inference from having done that. She can drag out any accountability for her actions for years. And if Trump gives her a blanket pardon for any and all actions she performed while AG, all investigations of her would be moot.
