A nut job asserting there's a fire is like asserting gay kids need to be converted. Both are false statements of fact and harmful. It doesn't matter if the person uttering them believe these lies or not. Banning these lies is warranted by a balancing of interests in protecting the 1st Amendment versus protecting the public. And with both scenarios, protecting the public far outweighs any 1st Amendment interests.
