Believe it or not, thanks to the 27th Amendment to the Constitution, if they did vote for a pay raise, it wouldn't go into effect until the next congressional session (with each "session" being 2 years)!

27th Amendment

Amendment XXVII

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.
