2. Some companies will pass back the refund to their customers, based on what the customer paid them.

Weirdly, the two I heard about were FedEx and Cards Against Humanity. I expect there will be many more.

I can see why this would be up to the seller. They were the ones who paid the tariff, so they should get the refund. If they want to be assholes to their customers, well, that's the free market for ya.
