.... they are mostly at 15 % already, and tsf can't go higher. They lose the zeros, but it sounds like they are higher than 15% on others, like steel. If those revert to at most 15, that might not be so bad losing the zeros.

Right now, the wouldn't want to retaliate because they are calling for playing by the rules. But if they do proceed to retaliate, tsf doesn't seem to be able to go higher.
