They are saying that if the driver does not speak English well enough for the Guardians Of Pedophiles party approval, they cannot operate the vehicle.

My question is, how does being able to conjugate properly help one drive a truck?

My point is that they are making shit up to keep people that they don't like from being able to survive in this country. They are creating issues that don't exist and they are trying desperately to remove any parts of our society that will vote against them (the wealthy).
