I would bet that to actually reverse the Trump policy, Biden would have needed Congress to act because an executive order would probably have been rejected by the Supreme Court.

It is scary as that catastrophe did not create enough demand for change. Trump's money now is clearly a political action as he could lose the Ohio Senate seat.
