Unfortunately, it doesn't provide them with the ethics and morality to actually DO THE RIGHT THING AND RECUSE when a conflict is pointed out to them. Nor does it FORCE THEM TO RECUSE. They already KNOW when they have a conflict. THEY JUST PUT THEIR BILLIONAIRE BRIBES FIRST.
