DHS has black budgets that will get them through a long shutdown with little effect on them. Also, the excess ICE funding can be easily parceled out to other areas of DHS. A full government shutdown would have been riskier but also would have been much more effective. The opposing argument is that the country (not just those of us on the left) has an axe to grind specifically with ICE.
