appears that when they tried to it with NY, it was Paxton who sued (on behalf of the state of TX). This time, it looks like they are using someone who they think has "standing" and was somehow aggrieved.

It won't make any difference because like NY, CA has a "shield law" forbidding any recognition of these ridiculous suits coming out of states like TX.
