One guardrail would be that they are moved to be under the Judicial branch of the government and not under direct control of the President or Congress.
But otherwise I can see a need for a limited version of ICE who's main goal is first to protect all immigrants by ensuring they register and holding employers criminally responsible rather than the immigrants for the most part as right now it's completely backwards where the immigrants are grossly punished but the employers usually just get a slap on the wrist.
