have heard that a significant portion of present and future product was promised under contract to China. Captain Donny and the rest of the Pirates of the Caribbean seem to have a few details out of joint here.

This very much sounds like something Congress must assign unless existing laws already cover such. Then there's international law as well, eh Donny? Stick that in your helicopter and smoke it!
