Whenever there was a case where both Federal and State laws may have been broken, both jurisdictions investigate, and the jurisdiction with the more serious charges proceeds to trial. Only if the case fails to get a conviction does the other jurisdiction file charges. So, why is Noem not following standard practices here? It seems more like she is obstructing justice, which is a serious criminal charge in its own right.
