Trump, like virtually everybody that stopped paying attention to history class after 7th grade, believes that mercantilism is 1) What capitalism is and 2) What strong countries do to stay strong. It's neither, of course. But Rubio et al have no problem using it to convince Trump to go along with whatever they're trying to cook up and now all those oil-exec libertarians are finding themselves in the awkward position of having to incinerate 10s of billions of dollars in Venezuela to appease Trump.
