I'm sure the vote was only among the 34 Members Appointed by the President of the United States.

I have no idea what types of things the Board would normally vote on. Regardless, this was effectively an illegal vote (the name can only legally be changed by Congress) so of course they would have no problem excluding the Ex-Officio members even if they are normally allowed to vote.

Also, I'm sure Beatty isn't the only one who objected. Ex-Officio members include:
