Trump is getting lots of attention.
He is playing his tough guy game.
He is distracting (a little bit perhaps) from the destruction of the Federal Government.
He is manipulating the stock markets.
He attempting extortion for whatever he can get.
He is setting up to claim he stopped drugs from getting into the country.
He will claim he stimulated more US production of (whatever).
