4. The United Nations should be in charge of naming things

especially geographic features that are not entirely within the boundaries of one nation. Trump would be free to petition for a name change, and the UN should have the final say.

Given that the body of water is surrounded by only 3 nations, those 3 ( Mexico, Cuba, and the USA ) should be the ones to have the most weight on the name. Also, because it has been named the Gulf of Mexico for well over 400 years ( at least by European colonists ) that should have some weight in the decision as well.
