was after the Budget Control Act had gone into effect in 2011 and the FY2012 appropriations were all done as part of that. Since then, it's been fits and starts.

Before that, it was back under Poppy & Clinton - when all of the Appropriations Bills had been passed before September 30th (and then per this, 1977, before my government time)!
