Biden had earlier pardoned those with federal marijuana charges - Presidential Proclamation on Marijuana Possession, Attempted Possession, and Use which I expect would have been more than draft dodgers.

I am guessing the stat in the OP is in reference to specifically named individuals.

With respect to the marijuana one and probably the draft dodgers one, those individuals had to apply for the relief (and confirm eligibility) vs being specifically named.
