Implicit bias works at all levels of emotion and thought - even when gauging whether a dog might be vicious or whether an approaching dog needs to be shot at that instant or whether you can hold your fire for a few more seconds to see what the dog does. Everything the cops said and did was filtered through every thought and emotion they have about brown people.
