If calling law enforcement usually causes people in your community to be beaten, arrested without cause, jailed and held in prison because they can’t pay bail,, raped, and killed then maybe it isn’t prudent to call the law.

If someone doesn’t believe cops do these things, they may not be open to seeing the world as it is for some communities.
