if they made the decision to take all the 'heat' for not releasing it, versus public release.

Of course, releasing the report would also beg the question for whether he truly (like at a legal level) is mentally incompetent and, should he be flirting with that line (and I feel he is), then who is participating in the cover up (fraud).
