That isn't an issue of a neighbor putting up something I think is tacky.

It's an issue of (1) the "neighbor" erecting a monstrosity on jointly owned property (2) and charging me to do it.

Not the same as an HOA telling me I can't put a political sign, at my own cost, in my own front yard.
