1. Why is the screening not done before people board the plane?

If someone did come on a plane with ebola, the rest of the passengers have sat on a plane for several hours with a sick individual.
I understand that this strain of ebola is difficult to catch.

But will they quarantine the whole plane if they discover a sick individual?
