Connivances to convince the citizenry that the all their problems are caused by their fellow citizens defrauding them in some way (esp. those in minority groups), NOT THE RAPACIOUS BILLIONAIRES at the top of the food chain. Who are, of course, FAR MORE responsible in reality.
