56. I was looking for a specific plan

The article only talks about how other experiments have been done and also the idea of modeling after things like commissaries. But I'm looking for something specific to go with the price tag quoted.

What stores will be built? How will they buy merchandise wholesale to sell retail? How many people will they employ and at what wages? The $30 million is a specific figure. I was hoping there are subtotals in various categories and concrete plans about things like square footage, rough geographic location, etc.

If there isn't such a plan, I wonder where the $30 million dollars came from. You don't just take a figure of $30 million you're going to spend and then pick a project spend it on, in my opinion. If you say you've got $30 million to spend and ask someone to do a project, The project's going to cost $30 million.
