4. I so agree with your listing of sabotage targets. I just think that he isn't/wasn't in control.

His psychological weaknesses made him a prime object for manipulation by foreign and domestic operatives.

Controlling him would be like having 2 or 3 semi-independent actors grabbing hold of the steering wheel in a bumper-car. It'll be chaos in general, but the chaos will help to disrupt the normal/orderly flow that keeps the world operating - for better or for worse.

When a particular country (say Russia for example) is in trouble because of a coordinated system of confinement and sanctions, and a failing economic/political system, then disruption of the rest of the world is a potent defense/offense.

Put your paid-for asset into the US White House and watch the fun begin.
