The top two who advance from the primary will run in the general. Right now, there are too many democrats running and none of them will drop out, so it's splitting the vote too many ways, and even though there are very few republicans in California, their vote is only split 2 ways and it could easily be a R/R race in November if some of the democrats who have no chance don't do the right thing and drop out.
