I think it's on the table, and the GOP around him wouldn't stop him. But the consequences aren't in his favor, that's why he won't do it now. When he gets really desperate, he might do it, but right now the US economy still effects him some, so he won't.

Killing 100s of thousands of innocent civilians doesn't even make his list of reasons not to do it. In fact, if someone told him killing 100s of thousands of innocent Iranians would make his filet o fish sandwich taste 1% better, that would be a reason to do it.
