Society - civilizations - have not found a way to rid themselves of evil leaders who rise to the peak of the pyramid. We've left the idea it was a royalty problem in the 1800s. Yet it still happens. Elites surrounding the leader use the resulting chaos to serve their own interests and ideas? I guess that's my guess.
