Swarmed: This is the most common and accurate term for a large group of animals or insects crowding or moving around an object.

Besieged: This suggests the suitcase was under a kind of "attack" or completely overwhelmed by the birds.

Overrun: Similar to swarmed, this implies the vultures have completely taken over the space around the suitcase.

Enveloped: This suggests the birds were so numerous they completely covered or obscured the suitcase from view.

Blanketed: Often used to describe a thick layer of something (like birds) covering a surface.

Objects are saturated with a substance (e.g., "saturated with blood''), but being "saturated by vultures" implies the vultures themselves have soaked into the fibers of the suitcase, which is physically impossible.
