"He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur". I assume if 2/3 of the Senate has to agree to make a treaty, the same would apply to cancel one.

I'm not sure Trump can do that, it would likely take Congress to move the US out of NATO...
