Though certainly not nice folks by any means, they're very far from stupid. And that's why they're tougher to crack than Shitler, Whisky Pete and the other minions imagined. Guys at DoD knew since they've been gaming this since Carter, and kept telling them the truth. They refused to listen. A real world example of the war of expertise and the ramifications.
