Somebody may have explained to the guy who "knows more than the generals" that getting a ship sunk would look like losing.
Still, he may order the Pentagon to pull it off without casualties. The whole thing has been nuts all along.
I suspect this whole war plan was drawn up on the Resolution Desk with a Sharpie.
