The answer to #1 is unequivocally no, under any circumstances
Each state has laws regarding recounts, how a state funded recounts are triggered, and under what conditions a candidate may seek, at their own cost, a recount. A candidate could challenge any recount in court, but unless it is closer than a couple of dozen votes, unlikely to change the outcome.
3&4- a single state, or even a group of states could not force other states to change the date of their elections, and probably couldnt change the date of their own, since it is black letter law. Some governors/SOSs have ordered polls to remain open past normal closing time when they have run out of ballots, had bomb threats,etc. - thats about the only change to the hours of the election I can think of.
