... you rat out your neighbors, anyone you don't like, or the guy who has bigger truck nuts on his trailer hitch, is a classic divide-and-conquer scheme for dictators afraid of a populace that despises them. Offering a reward for such despicable treachery is also common, and people facing poverty because of the dictator's ego-driven policies will jump on it.
