At most, the video may show that there was some contact between the shooter and the car.

I don't think it's possible to say from that video whether there was actual contact, or whether what you see is him leaning over the hood of the car to get a better angle for his first shot. And you cannot say that "the car made contact with him," as it is equally likely, especially given all of the other views of his foot positions, that any contact was contact he made with the car and not, as your subject line states, vice versa.
