To add to your points at the end, there's also the fact that regulations say they're to move out of the way if possible, but the time window necessary for taking the proper action was instead used up by his action of drawing the weapon, squaring up and firing. He EASILY could've completely gotten out of the way had he not decided that shooting her was preferable. So to me it looks like he took action towards that instead of taking the half-step needed to ensure he was not (lightly) struck by the slow-moving vehicle.

And although the contact could be argued (not convincingly to me) to have justified the first shot, there's NO WAY it justifies shots 2 and 3, which are CLEARLY retaliatory rather than self-defense as he was unquestionably completely away from the path of the vehicle
